一、基本受理情况
2018年11月16日12:00至2018年11月30日12:00,平台共受理市民诉求24778件(热线受理24472件,多媒体受理306件),办结23986件。其中,行政化服务类事项22900件,办结23724件(包括上周824件);社会化服务类事项748件,办结262件;无效诉求1130件。
在行政化服务类事项和社会化服务类事项中,咨询类诉求受理13174件(热线受理13027件,多媒体受理147件),办结13174件;投诉类诉求受理8828件(热线受理8716件,多媒体受理112件),办结10083件(包括上周1255件);求助类诉求受理127件(热线受理120件,多媒体受理7件),办结139件(包括上周12件);建议类诉求受理512件(热线受理505件,多媒体7件),办结470件;举报类诉求受理38件(热线受理37件,多媒体1件),办结39件(包括上周1件);其他类诉求受理969件(热线受理937件,多媒体32件),办结81件,其余为超出受理范围诉求工单共计888件。
二、反映的热点问题
1.供热问题(4291件):主要反映暖气温度低、暖气管道故障导致供暖不热等问题;
2.交通管理(811件):主要反映公交路线改线改时、公交专用车道设置等问题;
3.客运管理(783件):主要反映个别出租车司机绕路行驶、收费不合理、服务态度不好、拒载等问题;
4.物业管理(696件):主要反映个别物业公司小区停车位设置不合理、物业收费不合理、服务不到位及漏水、停水、停电等问题;
5.失物招领(639件):主要反映在出租车、公交车、商场等公共场所遗失物品等问题;
6.污染问题(613件):主要反映噪音污染、空气异味污染等问题;
7.社会保障(590件):主要反映社会保险、养老保险缴纳不及时等问题;
8.市容管理(590件):主要反映小商贩违规占道经营,路灯、井盖、公厕等公共设施损坏较严重等问题。
三、数据分析情况
(一)冬季供暖类诉求趋于平稳。从本周受理情况来看,全市供热诉求处于平稳期,两周累计受理供热诉求共计4291件,占平台总受理量的17.32%。较前两周下降6295件。主要反映供暖不及时、暖气管道故障、温度不达标等问题。投诉较集中的供热企业有宁夏华电供热有限公司(含趸售企业)、宁夏电投热力有限公司、平昊新能源热力有限公司等;从供热诉求区域来看,主要集中在兴庆区江南水乡小区、唐徕小区、丰泽园小区,金凤区康居A区、银税花园、御景湖城小区,西夏区怡祥小区、兴夏苑小区、宁华园小区等。为切实做好市民供热诉求受理工作,中心一方面对受理班次、受理人次进行调整充实,确保供热诉求承接顺畅。另一方面加强与供热主管部门及供热企业的沟通协调,针对换热站抢修、供暖管道故障等紧急问题即时派送工单至相关供热企业,并对抢修情况进行跟踪回访,确保供暖诉求得到及时解决。
(二)客运管理类诉求位居热点诉求第三位。两周共受理客运管理及出租车失物招领类投诉咨询工单783件,位居热点诉求第三位,占平台受理总量的3.16%,主要反映个别出租车司机绕路行驶、收费不合理、服务态度不好、拒载等投诉类问题及查找咨询出租车上丢失物品等咨询类问题。特别是涉及网约车平台“滴滴打车”“顺风车”等网约车安全保障及投诉无门等问题较为突出,共计44件。随着天气变冷,人们出行选择乘坐出租车、网约车的机率较夏季明显增加,预计未来两周全市客运管理类投诉总量仍占平台较高比例。
(三)限时公交专用道启用后引起市民广泛关注。11月12日,银川市北京路等7条道路开始启用了限时公交专用道。随后,于12月1日又启用了正源街等3条限时公交专用道。至此,今年新建的10条限时公交专用道全部启用。自11月12日起,平台收到大量市民来电,主要咨询公交车专用道运行时间段、行驶方法、注意事项、处罚规定等问题,部分市民对公交专用道设置的建议意见,受理总量达到203件。其中大量出租车驾驶员咨询出租车能否在专用道上下客问题较为集中,认为出租车作为城市公共交通的重要组成部分,有其特殊性,建议限时公交专用车道在通行时段内准许出租车使用。经与市交警分局对接联系后,中心以出租车可以在不妨碍公交车行驶的前提下使用公交专用道进行载客对来电咨询的出租车驾驶员们做出了答复。
